This is how Bramhani left embankment near Bankasahi of Bari block, under Jaraka irrigation division , of Jajpur district, Odisha broke during flood in 2017.
It is due to poor compaction.
Loose compaction leads to lining (ghalia ) in th embankment.
Our irrigation embankments should be of atleast HSC standard.
HSC Standard Embankments
H- Height should be 1 meter above th High Flood Level
S- Slope must be in th ratio of 1:4.
If th top width is 30ft th base width should be 120ft. Country side slope 60ft and river side slope 30ft, core 30ft, total 120 ft.
C- Compaction level should be of NH standard
+2 STANDARD EMBANKMENT :
1) Soil should be used not sand.
The core may be sand, but th outer cover upto 1 meter thickness must be soil.
2) No dug pits, ponds should be allowed within 500 meter of both side of th embankment.
+3 STANDARD EMBANKMENT :
1) Top width of th embankment should be 30 ft.
2) There should not be any private land between th two embankments, th right and left embankment of th river. All these private lands should be acquired by th govt and declared Gochar, to avoid uncontrolled constructions which squeezes th flood plain and ploughing which helps soil erosion.
3) Sluice Gates in every 10km interval.
For every section of th embankment one officer must be held responsible both by name and designation for it’s maintainance.
This embankment will be a multipurpose embankment which will :-
Protect Flood
All weather communication
Natural fodder producer for animals
Flood shelter for living creatures like Thekua, kutura, harina, mayur, neula, godhi, sial, etc etc
This type embankment can only give maximum return on investment and reduce repair cost, of course it will reduce th pocket money of irrigation engineers. And that is th only reason they will not agree to this proposal.
Odisha people awaiting a right person who can take such a decision and make atleast 100km of such embankment every year which th state govt’s budget permits very well.
